Mr. Goldberg developed the program parameters, program strategy, curriculum, lesson plans, assessments and competency statements for a Work Readiness Training Program called the best Work Readiness Certification Program in the country by Rick Spill of the National Skills Standard Board at a presentation of the Program in Jacksonville , Florida on 01/13/03.

Mr. Goldberg's client was the Treasure Coast Workforce Development Board (Florida).  The program is owned independently by both the Treasure Coast Workforce Development Board and Mr. Goldberg.

Treasure Coast Workforce Development Board has branded its Program Work Certified™ and has expanded the program to other Regions in Florida, and to Job Centers in Pennsylvania , Florida , Illinois , Texas and Massachusetts .

Mr. Goldberg modifies his program for training for specific fields and specific companies.
